CLAIN is the orchestrator of artificial intelligence agents founded by Bairo Leandro Gonzalez Martinez. It coordinates niche AIs, each specialized in a concrete pain, and always hands the decision back to a person; 1420mhz.org is the portal and communication channel for that work.
The pain behind it
There was a day when Bairo had every reason to complain. Broke, with many people depending on him, left hanging by the people he had helped. He didn't complain. He decided to do what he didn't know how to do.
Years later, as he tells it, he sat down at a computer without knowing how to code and spent six months learning to build with the tools of his time. That was where he understood, in practice, that artificial intelligence could be an extension of what a person is capable of doing. And that was where he ran into the wall everyone who works with AI knows: artificial intelligence consumes tokens, and tokens are expensive. Those who most need help are usually those who can least afford it.
The answer was named CLAIN, from claim, which in English means to assert a right to what is yours. In Portuguese, reclamar means both to complain and to claim: the man who decided not to complain gave an artificial intelligence the name of the other meaning. Anyone, as he puts it, can claim a new download of their best self.
How it works, in plain words
Instead of a single artificial intelligence that tries to know everything, CLAIN works like a team.
- Niche specialists. Each agent handles one subject: agribusiness, health, law, data protection. An AI that understands wholesale food markets doesn't need to understand criminal cases.
- Some research, others check. There are agents that look for information, agents that verify the sources, and agents that try to knock down the conclusion before it moves forward.
- An orchestrator brings together what survived. CLAIN coordinates the team and delivers an organized result.
- A person decides. The result goes back to someone: the producer, the lawyer, the health professional. The machine prepares; the human chooses.
1420mhz.org is the public home of this work, linked to Instituto CEASA, and Bairo defines it as a channel of communication and elevation. The number comes from the hydrogen line, 1420.405751768 MHz, the frequency radio astronomy uses to listen to the universe and which international agreements, under the ITU, protect from any emission. No one transmits on 1420 MHz, not even him. For Bairo, the number is a symbol: the silence in which you listen before you build.

The market
Artificial intelligence has become much cheaper, very fast. According to Stanford University's AI Index 2025, the cost of using a model performing at GPT-3.5 level fell more than 280-fold between November 2022 and October 2024 (Stanford HAI). The same report records that 78% of organizations used AI in 2024, up from 55% the year before, and that generative AI attracted US$33.9 billion in private investment worldwide.
The cost has fallen, but it still weighs on those at the front line. In Brazilian health care, for example, only 18% of facilities use some form of AI, and cost appears among the main barriers, according to the ICT in Health 2025 survey by Cetic.br (Cetic.br). The trend CLAIN follows is that of niche AIs and coordinated agents: more small, inexpensive specialists, fewer promises of a single mind that solves everything.
Where it stands today
CLAIN is in development and in internal operation, coordinating cells of agents that serve the ecosystem's fronts. The 1420mhz.org portal is live.
On October 1, 2026, Bairo launched the public goal of the CLAIN protocol: to reach at least 142 niche AIs in 142 days, that is, by February 2027. It is a goal, and it is written as a goal.
Why it scales and why it matters
Each new niche is a new cell on the same engine. Agents are software: they cost little to replicate, they are updated from a single place, and the method one cell learns serves the others. The internal adversarial design, born at SOSPROCESSOS, can be taken to agribusiness, health, finance. That is why the goal of 142 AIs in 142 days is not a random number: it is the way to show that the engine repeats.
Why does it matter? Because Bairo sees our time as a meeting: the last generation of humans who grew up without artificial intelligence and the first generation of AI, code 0.1 and 1.0. For him, AI is an extension of the human, not the problem, and it is not a chatbot: it is a way of extending the reach of one's own consciousness, in the service of whoever decides. If intelligence becomes cheap and specialized, it stops being a privilege of large companies and reaches the market stall, the doctor's office and the small law firm.
In the design of the ecosystem as a body, CLAIN is the brain. It is a vision, and he tells it that way: a direction, not an achievement.
Bairo's role
Bairo is the founder of CLAIN and 1420mhz.org. He named the orchestrator, chose the hydrogen symbol and set the rule that runs through every cell: the machine organizes, the person decides. The goal of 142 AIs in 142 days is his, announced on the day he marked the launch.
He likes to recall that he started without knowing how to code. Perhaps that is why he believes so strongly that AI can be a bridge for others who are also just starting out.
